Seventy-two Rajya
Sabha members are retiring from the House this session according to set procedure.
Some of the biggest names among the retirees are Union Finance Minister Nirmala
Sitharaman, Jairam Ramesh, Subramanian Swamy, Roopa Ganguly, MC Mary Kom and MJ
Akbar. Addressing the retirees, Prime Minister Narendra Modi said on Thursday, “Our
Rajya Sabha members have a lot of experience. Sometimes experience has more
power than academic knowledge. We shall tell the retiring members ‘Come again,’”

The Rajya Sabha,
unlike the Lok Sabha, is a permanent house. While Lok Sabha members are elected
every five years, the Rajya Sabha never dissolves. Every second year, one-third
of Rajya Sabha MPs retire. The vacancies are subsequently filled through
elections and Presidential nominations.

On Thursday, prior
to the prime minister’s address, Vice President Venkaiah Naidu, who is also the
ex-officio chairman of the Rajya Sabha lauded Congress MPs Jairam Ramesh and
Anand Sharma for their contributions to the parliamentary standing committee.
He also spoke about the need to avoid disruptions in the house and called upon
the media to report both sides of the parliament. “Don’t just report disruptions,
please also report constructive discussions.”

Mallikharjun
Kharge, the Leader of Opposition in the Rajya Sabha, said the Upper House is a
chamber of ideas.
