India is the world’s greatest producer of milk. This was not the situation just a few decades ago. The country used to be milk-short, and it had to import milk from other countries to feed its rising population. The transformation from a milk deficit country to the world’s greatest milk producer has been remarkable. India produces more than one-fifth of the world’s milk. The United States is followed by China, Pakistan, and Brazil. However, success did not come easily. It took years to build a sector that resulted in achievements in food security, creating work opportunities for women, increasing a regular source of income for rural communities, and lowering poverty.

The country was significantly reliant on milk imports during the 1950s and 1960s. The Indian government did not establish a National Dairy Development Board to develop India’s dairy sector until 1965. Soon after, in 1970, the country sought to increase milk output, which resulted in the commencement of Operation Flood. In 1998, India surpassed the United States to become the world’s largest milk producer. Milk availability per capita in India more than doubled between 1991 and 2018, with output increasing at a 4 percent CAGR.

According to Atul Chaturvedi, Secretary at the Department of Animal Husbandry and Dairying at the Ministry of Fisheries, Animal Husbandry, and Dairy, Operation Flood was the world’s most ambitious dairy development programme, serving as a stepping stone in the country’s growth toward milk production.
