The%20Congress%20is%20eyeing%20UP%20panchayat%20elections%20which%20are%20scheduled%20to%20be%20held%20in%20April%20this%20year%20before%20the%20state%20goes%20to%20polls%20in%202021.%20But%20can%20it%20perform%20even%20half%20as%20well%20as%20it%20did%20in%20Punjab%20where%20the%20party%20made%20a%20stunning%20comeback%20in%20Bathinda%20after%2053%20years%3F%20The%20party%20also%20grabbed%20Hoshiarpur%2C%20Kapurthala%2C%20Abohar%2C%20Pathankot%20and%20Batala%20municipal%20corporations%20while%20emerging%20as%20the%20single-largest%20party%20in%20Moga.%20What%20is%20more%20significant%20is%20that%20along%20with%20the%20BJP%2C%20the%20voters%20also%20gave%20thumbs%20down%20to%20the%20Akali%20Dal%20which%20had%20sided%20with%20the%20government%20in%20passing%20the%20laws.
%26nbsp%3BThe%20difference%20between%20Punjab%20and%20UP%20is%20that%20the%20Congress%20is%20in%20power%20in%20the%20former%20state%20and%20nowhere%20near%20it%20in%20the%20latter.%20As%20Chief%20Minister%2C%20Capt.%20Amarinder%20Singh%20played%20his%20cards%20shrewdly%20to%20dislodge%20the%20Akalis%20from%20power.%20The%20situation%20is%20different%20in%20UP%2C%20where%20the%20BJP%20is%20well%20entrenched%20and%20the%20Samajwadi%20Party%20is%20a%20reasonably%20strong%20contender%20and%20the%20Congress%20is%20a%20laggard.

The%20panchayat%20elections%20will%20be%20a%20big%20test%20for%20the%20Congress%20and%20the%20Samajwadi%20Party.%20If%20the%20protesting%20farmers%20stick%20to%20their%20stand%20of%20continuing%20the%20agitation%20till%20October%2C%20the%20Bharatiya%20Janata%20Party%20may%20find%20the%20going%20tough.%20The%20ruling%20party%20has%20already%20been%20in%20a%20huddle%20to%20control%20the%20damage.
