Amit Shah, India’s Union Minister of Home Affairs and Cooperation has virtually released the nation’s first ‘District Good Governance Index’ (DGGI) prepared by the Department of Administrative Reforms and Public Grievances (DARPG) along with the Government of Jammu and Kashmir. 

There are a few key highlights of the DGGI.

In the Agriculture and Allied sector, there has been universal coverage in the Kisan Credit Card scheme, Animal Vaccination, and the Soil Health Card Scheme. Most of the Jammu & Kashmir districts witnessed a growth in the production of food grains, horticulture products, meat and milk production, agriculture credit, and production of poultry.

Meanwhile, in the Commerce and Industry Sector, there’s been an improvement in GST registration, online registration of MSME units, credits for handicrafts and self-employment.

As for the Human Resources Development Sector, there’s been an increase in the percentage of schools with separate toilets, drinking water, and electricity. There’s also been an uptick in schools with computer access, and a percentage increase in children receiving midday meals at schools. In the 10 districts, registered students have received 100% skill training.

There’s also been significant improvement in the Public Health Sector, with full immunization. A large part of PHC and sub-centres have been turned to Health & Wellness Centers. The number of Anganwadis having their own buildings has also gone up. 

The Public Infrastructure and Utilities Sector also displayed promise. In 12 districts, 50% of sanctioned houses have been grounded. Srinagar and Ganderbal have 100% access to safe drinking water. Eighteen districts have achieved 100% access to sanitation too.

A major milestone in the Social Welfare and Development Sector has been 80% Aadhar seeding of existing ration cards, while the Financial Inclusion Sector has benefited from the Jan Dhan Yojana. The Judicial and Public Safety Sector has witnessed a significant increase in disposal of court cases while the Citizen-Centric Governance Sector has seen an increase in online provision of government services and notable progress in grievance dismissal. 

The DGGI goes a long way in helping Prime Minister Narendra Modi realize the vision for Next Generation Administrative Reforms in the Amrit Kaal period.
