The%20Uttar%20Pradesh%20government%u2019s%20Public%20Works%20Department%20%28PWD%29%20has%20gone%20all%20out%20to%20defy%20all%20established%20norms%20and%20officially%20start%20collecting%20funds%20for%20the%20construction%20of%20the%20much-awaited%20Ram%20temple%20in%20Ayodhya.

The%20department%20has%20even%20gone%20to%20the%20extent%20of%20opening%20a%20bank%20account%20to%20collect%20funds%20in%20the%20name%20of%20the%20temple.%20On%20Tuesday%2C%20January%2019%2C%20PWD%20engineer-in-chief%26nbsp%3B%26nbsp%3BRP%20Singh%20shot%20off%20a%20letter%20to%20the%20local%20HDFC%20bank%20in%20Lucknow%20to%20open%20an%20account%20in%20the%20name%20of%26nbsp%3B%26nbsp%3B%u201CPWD%20Ram%20Mandir%20Welfare%u201D.%20And%20no%20sooner%20than%20this%20letter%2C%20reached%20the%26nbsp%3B%26nbsp%3BMG%20Marg%20Branch%20of%20the%20HDFC%20bank%2C%20the%20account%20was%20opened%20vide%20no%3A%2050100365009830.%26nbsp%3B%26nbsp%3B%26nbsp%3B

Singh%u2019s%20letter%20to%20the%20bank%20also%20explicitly%20stated%20that%20the%20account%20was%20meant%20for%20the%20deposit%20of%20one-day%u2019s%20salary%20of%20all%20PWD%20employees%20as%20their%20contribution%20towards%20the%20construction%20of%20the%20%u201CShree%20Ram%20temple%u201D.%20The%20letter%20seeks%20to%20add%20that%20the%20contribution%20would%20be%20voluntary.%20Who%20cares%2C%20if%20the%20act%20of%20the%20engineer-in-chief%20was%20in%20violation%20of%20Article%2027%20of%20the%20Constitution%2C%20which%20states%2C%26nbsp%3B%u201CNo%20person%20shall%20be%20compelled%20to%20pay%20any%20taxes%2C%20the%20proceeds%20of%20which%20are%20specifically%20appropriated%20in%20payment%20of%20expenses%20for%20the%20promotion%20or%20maintenance%20of%20any%20particular%26nbsp%3Breligion%26nbsp%3Bor%26nbsp%3Breligious%20denomination.%u201D

It%20is%20not%20clear%20whether%20this%20interesting%20exercise%20was%20undertaken%20by%20the%20engineer-in-chief%20on%20his%20own%20to%20establish%20his%20%u2018more%20loyal%20than%20the%20king%u2019%20credentials%2C%20or%20he%20was%20following%20some%20kind%20of%20unwritten%20instructions%20from%20above.

Fact%20remains%20that%20UP%20PWD%20is%20under%20deputy%20chief%20minister%20Keshav%20Prasad%20Maurya%2C%20who%20had%20his%20roots%20in%20the%20Vishwa%20Hindu%20Parishad%20%28VHP%29%20whose%20president%20Ashok%20Singhal%20was%20not%20only%20his%20mentor%2C%20but%20one%20also%20spearheaded%20the%20Ram%20temple%20movement%20for%20decades%20until%20his%20death%20in%202015.

Maurya%u2019s%20rise%20in%20BJP%20politics%20was%20attributable%20to%20this%20background%20which%20also%20got%20him%20the%20mantle%20of%20UP%20BJP%20president%20until%20the%202017%20state%20elections.%20Using%20his%20OBC%20origins%2C%20he%20also%20remained%20a%20strong%20contender%20for%20the%20chief%20minister%u2019s%20position%2C%20which%20eventually%20went%20to%20Yogi%20Adityanath%2C%20while%20he%20had%20to%20remain%20content%20with%20the%20deputy%u2019s%20job.%20Speculation%20is%20therefore%20rife%20that%20mobilization%20of%20funds%20for%20the%20temple%20could%20be%20another%20way%20of%20scoring%20a%20point%20over%20the%20chief%20minister%20who%20had%20shelled%20out%20only%20a%20small%20contribution%20of%20just%20Rs.%202%20lakhs%20for%20the%20construction%20of%20the%20Ram%20temple.%20Significantly%2C%20Yogi%20Adityanath%20continues%20to%20remain%20head%20of%20the%20Gorakhpur%20based%20Gorakhnath%20temple%2C%20which%20is%20known%20to%20be%20overflowing%20with%20huge%20funds%2C%20out%20of%20which%20generous%20donations%20to%20the%20Ram%20temple%20could%20be%20made.

Now%2C%20it%20is%20quite%20unlikely%20that%20the%20chief%20minister%20would%20step%20in%20to%20stall%20this%20howsoever%20unconstitutional%20exercise%20of%20urging%20government%20officials%20to%20give%20away%20their%20one-day%u2019s%20salary%20towards%20the%20construction%20of%20the%20temple.%20After%20all%2C%20that%20would%20not%20go%20with%20his%20Hindutva%20politics%20which%20he%20has%20taken%20to%20the%20hilt%20.%20As%20such%2C%20at%20the%20end%20of%20the%20day%2C%20it%20looks%20like%20a%20win-win%20situation%20for%20Maurya%20if%20he%20were%20behind%20the%20exercise%20undertaken%20by%20the%20engineer-in-chief%2C%20who%20was%20not%20available%20for%20comment.%26nbsp%3B

Insiders%20claim%20that%20there%20were%20many%20employees%20not%20interested%20in%20shelling%20out%20money%20for%20the%20temple.%20Even%20though%20the%20donations%20are%20officially%20stated%20to%20be%20%u201Cvoluntary%u201D%2C%20everyone%20knows%20that%20a%20refusal%20to%20follow%20the%20donation%20diktat%20would%20brand%20them%20as%20%u201Canti-temple%u201D%2C%20which%20could%20have%20serious%20consequences%20for%20them.%20Does%20one%20wonder%20what%20would%20happen%20if%20some%20of%20the%20employees%20began%20a%20parallel%20exercise%20to%20mobilise%20funds%20for%20the%20construction%20of%20Babri%20Masjid%20in%20the%20neighbourhood%20of%20Ayodhya%3F%26nbsp%3B
