The%20Padma%20Awards%20are%20one%20of%20the%20highest%20civilian%20honours%20in%20India%20and%20comprise%20three%20awards%2C%20namely%20the%20Padma%20Vibhushan%2C%20Padma%20Bhushan%20and%20the%20Padma%20Shri%20awards.%26nbsp%3B

They%20are%20announced%20on%20the%20eve%20of%20Republic%20Day%20in%20India%20and%20are%20conferred%20on%20the%20the%20recommendations%20of%20the%20Padma%20Awards%20Committee%2C%20constituted%20by%20the%20Prime%20Minister%20every%20year.%26nbsp%3B

The%20Padma%20Vibhushan%20is%20the%20highest%20of%20these%20awards%2C%20followed%20by%20the%20Padma%20Bhushan.%20While%20the%20Padma%20Vibhushan%20is%20given%20for%20exceptional%20and%20distinguished%20service%2C%20the%20Padma%20Bhushan%20is%20given%20for%20distinguished%20service%20of%20a%20high%20order.%26nbsp%3B

All%20persons%20without%20distinction%20of%20race%2C%20occupation%2C%20position%20or%20sex%20are%20eligible%20for%20these%20awards%2C%20except%20for%20%26nbsp%3Bgovernment%20servants%20including%20those%20working%20with%20Public%20Service%20Undertakings.%26nbsp%3B
