Sanjeev Khirwar, an IAS officer, has reportedly been wrapping up training for athletes and coaches at the Delhi government-run Thyagraj facility earlier than usual to walk his dog

Khirwar is currently employed by the Delhi government as a divisional commissioner and principal secretary (revenue).

Khirwar,50, was born in the Indian capital of Delhi and holds a bachelor’s degree in computer sciences as well as a master’s degree in economics.

He is married to Rinku Dhugga, an AGMUT cadre IAS officer from the 1994 batch. She has worked in several states, including Delhi, Goa, Chandigarh, and Arunachal Pradesh. Dhugga was also walking with her husband in the stadium.

Khirwar is one of the most senior bureaucrats in the Delhi government. As divisional commissioner, he is responsible for all district magistrates (11) and sub-divisional magistrates (SDMs) in Delhi.

During the pandemic, Khirwar served as Delhi’s divisional commissioner, the third-highest ranking in the capital’s bureaucracy after chief secretary and additional chief secretary.

Khirwar is an AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) cadre Indian Administrative Officer from the 1994 batch. In addition to Delhi and Chandigarh, he has served in Arunachal Pradesh, Goa, and the Andaman and Nicobar Islands.

During his 28-year career, he has held important positions such as Goa excise and finance commissioner, as well as deputy commissioner of West Delhi. He has also served as secretary in Arunachal Pradesh and Andaman and Nicobar.

Between October 2009 and August 2014, Khirwar served as private secretary to the Union Minister of Women and Child Development as part of his central deputation.

He has held key positions in Delhi, including Secretary of Health and Family Welfare, Revenue, Finance, and General Administration.

He also worked as an additional secretary for the Agri Marketing Board and as Commissioner Excise and Taxation for the Delhi Government from 2006 to 2007.

Prior to his current position, he was principal secretary (environment and forest) in Delhi, with the additional responsibility of principal secretary (revenue)-cum-divisional commissioner.

Khirwar’s first assignment after qualifying as an IAS officer in 1994 was as an SDM (junior scale) in Chandigarh.
