A Washington, D.C., Bar Association review panel is recommending former New York Mayor Rudy Giuliani to be disbarred in Washington. The recommendation comes for his management of litigation contesting the 2020 election on behalf of then-President Donald Trump.

According to the three-lawyer panel’s assessment, Giuliani “claimed massive election fraud but had no evidence.” Giuliani had addressed the mistakes and unsubstantiated assertions in a Pennsylvania lawsuit he filed attempting to reverse the Republican president’s defeat to Democrat Joe Biden, it said.

“The decision-makers at the DC Bar Association are nothing more than an arm of the permanent regime in Washington,” said Ted Goodman, a spokesperson for Giuliani. “This is also part of an effort to deny President Trump effective counsel by persecuting Rudy Giuliani—objectively one of the most effective prosecutors in American history. I call on rank-and-file members of the DC Bar Association to speak out against this great injustice.”

The recommendation of the panel is not final. The DC court of appeals and the Board on Professional Responsibility must still review the case against Giuliani.

Giuliani’s legal team had informed the committee that he had a good reason to think the charges in the lawsuit were accurate. They had further mentioned that he was relying on what people associated with the Trump campaign had told him about the fraud allegations.

Giuliani, a lawyer for Trump and formerly the top federal prosecutor in Manhattan, is also facing an attorney ethical review in New York. His law license is currently under indefinite suspension.

Giuliani has stated that he plans to challenge the committee’s recommendation.

“We are obviously disappointed by the Committee’s decision but look forward to filing a vigorous appeal,” Barry Kamins, one of Giuliani’s attorneys said in a media statement.
