Neal is 42 years old. The Metropolitan Police Department said that its officers responded to the 1300 block of H Street just before 5:30 PM on Saturday night. The victim, who has not been named yet, was taken to the hospital in life-threatening condition. Neal was arrested and charged with assault with intent to kill in connection to the attack.
Washington DC Superior Court records show that he was sentenced to 12 years in prison in March 2011 from a June 2010 arrest on pandering and first-degree sex abuse charges. Prosecutors said the 42-year-old forced two women into prostitution.
MPD confirmed that a witness to the stabbing said that he and the victim were walking at the listed location when Neal was hiding behind a corner. He jumped out to attack the staffer with a knife. That witness said he grabbed Neal before he ran away.
