In a large pot, combine the olive oil, bell pepper, and onion and sauté until the peppers and onion are soft. Cook for another minute after adding the garlic. Cook for 1 minute after adding the red curry paste, ginger, salt, and pepper. Bring the broth and coconut milk to a boil in a separate pot.
Add the rice noodles, fish sauce, and brown sugar once the mixture has reached a boil. Cook for about 4 minutes, or until the noodles are soft (time will vary depending on the noodle variety and noodle thickness you use). Stir in the green onions, cilantro, basil, and lime juice after removing the pan from the heat. Serve in serving bowls with more lime wedges and cilantro/basil leaves on top. Serve right away.
