The Enforcement Directorate has described Arpita Mukherjee as a close associate of Partha Chatterjee who was arrested after the ED seized Rs 20 crore cash in connection with the alleged teacher recruitment scam in the state. Following the arrest of West Bengal Minister Partha Chatterjee’s arrest by the Enforcement Directorate (ED) in connection with the agency’s investigation into the teacher recruitment scam, questions have been raised who is the aide from whose house ED recovered INR 20 crore cash. The ED officials recovered at least ₹20 crore cash from Arpita Mukherjee’s home in Kolkata on Friday, who is known to be a close acquaintance of the West Bengal Minister. Soon after, Chatterjee was taken into custody, along with his assistant Sukanta Acharya. At least 3 people, including a teenager, were injured on Saturday after a speeding car ran through a Durga Puja procession in Madhya Pradesh's Bhopal, reported PTI. The car was identified to be a Hyundai i10 model and the driver - who was arrested this morning - was released on bail, police officials informed. News agency ANI released a video of the incident. Watch as the car rams through the crowd:,In the video, the driver can be seen running the car in reverse. According to PTI, the driver who travelling to Indore from Bangalore, panicked after he hit one of the bystanders near Bhopal Railway station, where he stopped for having food. Reportedly, the person who was hit got violent and hit the window of his car. ,Frightened by the act, the driver started running in haste and accidentally hit the crowd. The mishap left three people injured. The bystander who was hit got violent and smashed the car, as a result of which the accused reversed the car at high speed to escape from getting hurt, a police source said. The incident occurred on the road outside the Bhopal railway station when the procession was moving forward. An on-duty police head constable also sustained minor injuries to his leg, a police official said. The driver has been arrested and charged under relevant sections. The car has also been seized. No traces of alcohol were found in his blood, DIG Bhopal Irshad Wali said. However, this s not the first such incident to take place. On Friday, just a day before the Bhopal incident, an SUV also ran through a Durga Puja celebration killing one man in Chhattisgarh's Jashpur. 16 others were also injured in the incident. No mask, no Durga Puja: West Bengal govt announces strict norms

With the much awaited festive season round the corner, this year's Durga Puja promises to be like no other as it will be conducted amid a raging global pandemic. The auspicious festivity which celebrates Hindu goddess Durga, marks the triumph of good over evil. Durga Puja is popular across North India but particularly popular in the states of West Bengal, Tripura, Assam, the Indian diaspora abroad too partakes in the festivity. The festival is celebrated amidst much pomp and splendor. While this Durga Puja will be different than any other in the history of the event with pandals arming themselves with sanitizers and making the wearing of masks mandatory, some Puja pandals have restricted the list of guests to their respective localities. The Kolkata High Court has also come down hard on Puja organizers and have issued a diktat banning pandal hoppers or visitors in the festive season. Only up to 45 organizers at a time will be allowed to enter pandals. While usually the Durga Puja starts six days after Mahalaya which heralds the beginning of the 'debi pakkha.' This year due to the lunar month having two full moons, Mahalaya took place on September 17 and Durga Puja will start from October 22. It is widely believed that the beginning of the Debi Pakkha marks the arrival of goddess Durga on earth and the nine day affair is celebrated with gaiety and cheerfulness. The nine-day long festivity commences on October 17 and will conclude on October 26 with Bijoya Dashami. As India gears up to celebrate the upcoming festive season amid much aplomb and revelry, let us have a quick look at the important days of the upcoming Durga Puja. October 21: marks the Panchami, or day five of the Debi Pakkha, when most Bengali's start with their pandel hopping. The Calcutta High Court on Wednesday modified its Monday's order in which it declared Durga Puja pandals as no-entry zones, said a report in The Hindustan Times. It also increased the number of people who would be allowed in the pandal at any given time. The court had on Monday banned the entry of visitors inside the pandals, thus declaring them as no-entry zones. It also put a cap on the number of committee members who would be allowed inside at any given time. The HC modified its order after a review petition was filed by several prominent puja organisers in Kolkata. For big puja pandals, 45 committee members, including local residents, would be allowed to enter the pandal at any given time, as opposed to 15-20 people who were allowed earlier. The committees are required to prepare a list of 60 names in advance. Also, dhakis (drummers) are now allowed to enter. In smaller pandals, 10 committee members are now allowed to enter at any given time, for which a list of 15 members needs to be prepared. The list can be changed every day and has to be prepared by 8 am. The court in its Monday's order had banned the entry of visitors into the Durga Puja pandals. This was in view of the COVID-19 pandemic, an order widely hailed by doctors and the state government.

The Calcutta High Court on Monday ordered that no one, apart from organisers, will be allowed to enter the Durga Puja pandals as they have been declared as a "no-entry zone," news agency ANI reported. The West Bengal Transport Corporation has decided to run air-conditioned trams on Kolkata roads during Durga Puja, precisely on the days of 'Saptami' and 'Nabami', news agency PTI reported.,This will enable passengers to have a glimpse of the puja pandals, without being afraid of COVID-19 transmission amid the crowd, and also click photographs through the large glass windows of the electricity-operated vehicles, an official told PTI.,Trams have always been an indispensable part of Kolkata, adding to the city's charm. With the festive season right around the corner and posing a major challenge for the regulation and monitoring of COVID-19 restrictions, the Union Health Ministry clamped down a set of guidelines to be observed in areas of large gatherings, including ensuring adequate area for events with a detailed site map and proper markings to maintain social distancing and not allowing touching of idols and holy books, to prevent the spread of infection, on Tuesday.,Festive events shall be permitted only outside the containment zones, while people residing in the restricted areas may be encouraged to observe all festivals inside their homes and not move out, stated the ministry.,Releasing the 'Standard Operating Procedures', the ministry said that the period from October to December witnesses large gatherings for religious worship, fairs, cultural functions, processions, etc, and it is important that necessary preventive measures are followed for such events which may last a day, a week or more.,As far as feasible recorded devotional music/songs may be played and choir or singing groups should not be allowed, the SOPs stated.,Keeping in view the physical distancing norms, event sites should have adequate floor area and proper markings at all locations which are likely to be visited by the public, the SOPs said underlining that only those staff and visitors who are free of symptoms shall be allowed inside the venue.,All staff and visitors will be allowed entry only if they are using face cover/masks, which have to be worn by all at all times and physical distance of a minimum of six feet, when queuing up for entry and inside the venue, as far as feasible has to be followed. Specific markings for the purpose may be done.,"In case of events that run for days or weeks, the crowd density doesn't remain the same throughout and usually peaks around certain hours of the day and some previously known auspicious days.,"Planning for the event should specifically factor this so that crowds are regulated and managed to ensure physical distance and frequent sanitization," the SOPs said.,In the case of rallies and immersion processions, the number of people should not exceed the prescribed limit and proper physical distancing and wearing of masks must be ensured.,Events such as rallies, and processions spread over long distances may require the support of ambulance services, it underscored.,The competent authority may implement additional measures within their jurisdiction as per their local assessment and in line with activities permitted by the Ministry of Home Affairs (MHA) as per its orders issued under the Disaster Management Act, 2005 from time to time.,Disinfection of premises has to be undertaken if any person is found positive.,"Identify spatial boundaries and prepare a detailed site plan which would facilitate compliance with thermal screening, physical distancing, sanitization etc," it said.,Close-circuit cameras etc. may be considered to monitor compliance of physical distance norms, wearing of masks at each venue.,In the case of rallies and processions, route planning, identification of immersion sites, ensuring cap on numbers, physical distancing, etc. must be planned and measures for enforcement outlined.,All events must plan for medical care arrangements with linkages to the nearest hospitals to attend to health emergencies, the guidelines stated.,The guidelines issued for theatre and cinema artists will apply to stage performers.,According to the SOPs,&nbsp; the event sites should have a designated isolation room or space for isolating any person found symptomatic during the events, till such time that medical help is available.,Preferably multiple and separate entry and exit points for visitors shall be ensured, the ministry said adding the structure or venue for the event must also have adequate natural cross-ventilation and entrances should have mandatory hand hygiene and thermal screening provisions.,Proper crowd management inside and outside premises like parking lots, waiting areas, stalls, eateries, etc. duly following physical distancing norms shall be ensured.,For entry into religious places, footwear needs to be preferably taken off by the people inside their own vehicle. If needed they should be kept in separate slots for each individual or family by the persons themselves, the guidelines said.,The SOPs outlined that seating arrangement in pandaals, food courts and shows must ensure adequate physical distancing.,Any shops, stalls or cafeteria outside and within the premises too shall follow physical distancing norms at all times and there should be arrangements for safe drinking water.,Community kitchen managers and business owners of food outlets have been directed to ensure adherence to the highest level of personal and environmental hygiene all the time.,Persons above 65 years of age, persons with comorbidities, pregnant women and children below the age of 10 years are advised to stay at home. This applies to the event managers and staff as well, the guidelines said.,Effective and frequent sanitation within the premises shall be maintained with particular focus on commonly touched surfaces and areas including lavatories, drinking and handwashing stations/areas.,Cleaning and regular disinfection (using 1% sodium hypochlorite) of frequently touched surfaces (doorknobs, elevator buttons, handrails, barricades, seats, benches, washroom fixtures, etc.) should be made mandatory in all public utility common areas, the SOPs stated.,On Tuesday, the Health Ministry put the caseload in India at 66,85,082.
