The Cabinet
meeting decided to withdraw the application fee for various government
services. Application forms will be simplified and limited to one page.
Application fees for business and commercial purposes will continue.

Procedures
for issuing certificates or services to citizens will be simplified. Approval
of application will also be simplified. This is in addition to the steps taken
to make government services online as much as possible.

Once issued,
certificates can be used in other government offices. Legitimacy can be defined
by the departments involved. This must be at least one year old. It will no
longer be stated on the certificate that it is issued for a specific purpose or
used only.

The practice
of having documents or certificates certified by the Gazetted Officer or Notary
is avoided in order to obtain various government services. Copies or
certificates verified by you are sufficient.

The current
practice of the EW Certificate and the certificate issued by law in the SC and
ST categories will continue.

Those born
in Kerala will be considered for birth if they have a birth certificate, proof
of five years of study at an educational institution in Kerala or an affidavit.
The Birth Certificate of Jesus will be issued by the local police to those born
outside Kerala. The decision must be made within five working days of receiving
the application online.

All you have
to do is present your Aadhaar card, the latest electricity bill, the drinking
water bill, the telephone bill and the construction tax receipt instead of the
residence certificate. Those who do not have these can produce a certificate
issued by the local body.

A small
certificate is not required if the religion is recorded in the applicant’s/academic record.

For others,
the Village Officer or Tehsildar must make a decision within five working days
after receiving the application online or offline. The applicant must also
submit an affidavit.

The
biometric digital program ‘Jeevan Praman’ presented by the Central Government
for pensioners can be used for a Life certificate. Available at Kerala Treasury
and Banks.

For each
Certificate, an individual affidavit only needs to be certified by a Gazette
level official.
