Angara Appaji, Gobinda Pattnaik Duggivalasa, Ajoy Mistry and Venumadhav Dongara — these are the four Indian nationals Pakistan tried to have designated by the UN as global terrorists. But, their attempt was thwarted on Wednesday with the rejection of the first two names, the other two had been blocked in July. The UN Security Council rejected the move with India saying that Islamabad’s “blatant attempt” to politicise the UN procedure on terrorism has been thwarted.

Pakistan had submitted the names under the 1267 Al Qaeda Sanctions Committee of the UN Security Council. However, the US, UK, France, Germany and Belgium blocked the move in the Council. Sources pointed out that no evidence was given by Pakistan in its case to get the four individuals listed, reports PTI.

“Pakistan’s blatant attempt to politicise 1267 special procedure on terrorism by giving it a religious colour, has been thwarted by the UN Security Council. We thank all those Council members who have blocked Pakistan’s designs,” India’s Permanent Representative to the UN Ambassador T S Tirumurti tweeted Wednesday

Venumadhav Dongara

Dongara, who comes from a modest farmer family of Tamil Nadu, excelled in academics and completed his M.Tech in power systems. After working in Chennai for some time, Dongara moved to Afghanistan in December 2016 to work with KEC International, a subsidiary of the RPG Group that has been building transmission infrastructure around the world for years. According to reports, in the aftermath of India succeeding in having Pakistan nationals designated as global terrorists, Islamabad targeted Indians for a similar action. All the four named in their dossier have been accused of fomenting terror activities against Pakistan.

According to reports, Pakistan’s spy agency Inter Services Intelligence (ISI) was plotting to have Dongara abducted , when India got a whiff of it and had him extracted.

Ajoy Mistry

Ajoy Mistry was described as an Islamic State terrorist in the dossier, which India calls ‘fictional’. According to reports, the summary for designating Ajoy Mistry under the 1267 resolution describes him as a “coordinator of terror network in Afghanistan, who works with ISIL-Khorasan to undertake different terror activities in Pakistan”. Mistry holds an Indian passport and worked two years (2016-2018) as a cook in Abu Dhabi. Earlier, between 2008 and 2011, he worked as a cook in a US Army camp in Iraq, and in June 2012 went to Kabul and spent two more years as a cook in Afghanistan, reports suggest. He has since returned to India and is now said to be in Kolkata.

Angara Appaji

Andhra Pradesh resident Appaji Angara was working as a software developer in a bank in Kabul, Afghanistan. Pakistan has accused him of a terrorist attack on Mall Road in Lahore on February 13, 2017, along with a splinter group of Pakistan’s Tehreek-e-Taliban, Pakistan. He returned to India in January this year. In the dossier submitted by Pakistan, Angara has also been accused of the attack on Army School in Peshawar in 2014 and a bombing in Warsak colony in Peshawar in 2016. An FIR was registered against him in Peshawar.

Gobinda Pattnaik Duggivalasa

Odisha-born Gobinda Patnaik Duggivalasa worked as the president of a capacity-building organisation in Kabul and was also evacuated by the Indian security agencies last year. He was accused of a terror attack on Siraj Raisani, a Pakistani politician, in July 2018 in Mastung, Baluchistan in which 160 persons were killed. An FIR is filed against him in Quetta, Balochistan.
