Chief%20Minister%20Yogi%20Adityanath%20professed%20commitment%20to%20protect%20cows%20in%20the%20state%20sounds%20hollow%20if%20one%20looks%20at%20the%20recurring%20deaths%20of%20the%20animals%20in%20government-run%20%u2018goshalas%u2019%20%28cow%20shelters%29.%20According%20to%20the%20government%27s%20own%20admission%20in%20the%20state%20assembly%20in%20February%20this%20year%2C%209%2C261%20%u2018govansh%u2019%20%28cattle%29%20died%20in%20the%20state%20in%202019.%20The%20government%20also%20claimed%20that%20deaths%20were%20due%20to%20natural%20causes.

The%20claim%20was%20contested%20by%20the%20opposition%20which%20pointed%20out%20that%20no%20post-mortem%20was%20carried%20out%20on%20the%20dead%20cattle%20to%20ascertain%20the%20real%20cause%20of%20deaths.%20Surendra%20Singh%2C%20a%20BJP%20MLA%20from%20Ballia%2C%20reminded%20the%20government%20merely%20chanting%20%u201CGau%20mata%20kee%20jai%u201D%20was%20not%20enough%20and%20a%20%u201Clot%20more%20needs%20to%20be%20done%u201D.

Indeed%2C%20a%20recall%20of%20the%20tragic%20deaths%20will%20show%20that%20hunger%20and%20lack%20of%20proper%20care%20was%20responsible%20for%20many%20of%20the%20cattle%20deaths.

On%20December%2019%2C%202020%20over%20a%20dozen%20cows%20were%20found%20dead%20in%20a%20%u2018goshala%u2019%20%28cowshed%29%20in%20Uttar%20Pradesh%u2019s%20Lalitpur%20district%20but%20there%20was%20no%20hue%20and%20cry%20of%20the%20kind%20raised%20over%20alleged%20cow%20slaughter%20or%20recovery%20of%20%u201Cbeef%u201D%20by%20vigilante%20groups.%26nbsp%3B%20District%20magistrate%20of%20Lalitpur%20suspended%20gram%20panchayat%20officer%20Saurabh%20Yadav%2C%20lekhpal%20Ghanshyam%20Das%20Sen%20and%20veterinary%20officer%20Ranjeet%20Kushwaha%20for%20dereliction%20of%20duty.

This%20is%20not%20the%20first%20time%20that%20cows%20have%20died%20in%20significant%20numbers%20in%20cow%20shelters%20due%20to%20lack%20of%20fodder%20and%20proper%20care%20despite%20the%20state%20government%u2019s%20commitment%20to%20provide%20protection%20to%20the%20abandoned%20cattle.

*In%20July%202019%20the%20government%20had%20suspended%20several%20officials%20over%20cattle%20deaths%20in%20cowsheds.%20In%20Ayodhya%u2019s%20Baisingpur%20cow%20shelter%20five%20destitute%20cows%20died%20of%20hunger%20as%20there%20was%20shortage%20of%20fodder%2C%20and%20lack%20of%20care.%20Several%20animals%20were%20injured%20as%20the%20ground%20had%20turned%20slippery%20due%20to%20incessant%20rain.%20The%20deaths%20and%20poor%20upkeep%20of%20the%20shelter%20led%20to%20the%20suspension%20of%20several%20officials.%20A%20notice%20was%20also%20served%20on%20the%20district%20magistrate%20and%20the%20chief%20veterinary%20officer%20for%20laxity.

*In%20the%20same%20month%20the%20Prayagraj%20administration%20claimed%20that%2035%20cows%20died%20after%20their%20shelter%20was%20hit%20by%20lightning.%20The%20Gau%20Sewa%20Aayog%20chairman%20Shyam%20Nandan%20Singh%20found%20the%20claim%20%u201Cdubious%u201D%20because%20only%2035%20cows%20were%20impacted%20by%20the%20lighting%20and%20that%20no%20one%20else%20was%20injured.%20Locals%20also%20said%20that%20there%20was%20no%20incident%20of%20lightning%20in%20the%20area.%20Some%20anomalies%20were%20said%20to%20have%20been%20found%20in%20the%20running%20of%20the%20shelter.

*Four%20calves%20died%20at%20government%20run%20cattle%20shelter%20in%20Ballia%20and%20tehsildar%20Shiv%20Sagar%20Dubey%20said%20that%20they%20died%20due%20to%20lack%20of%20fodder.%20%u201CI%20see%20that%20no%20arrangement%20has%20been%20made%20here%2C%u201D%20he%20is%20reported%20to%20have%20said.

*Earlier%20in%202017%2C%2025%20cows%20starved%20to%20deaths%20in%20a%20cow%20shelter%20at%20Mathura.

All%20this%20is%20shocking%20because%20in%20the%20state%20budget%20for%202019-20%20the%20government%20allocated%20Rs%20600%20crore%20for%20cow%20welfare.%20This%20included%20Rs%20250%20crore%20for%20construction%20and%20upkeep%20of%20cattle%20shelters%20in%20rural%20areas.%20The%20government%20also%20imposed%20a%20cess%20of%20liquor%20to%20generate%20funds%20for%20cattle%20fodder.

Bovine%20deaths%20in%20Lalitpur%20have%20been%20used%20by%20the%20Congress%20general-secretary%20Priyanka%20Gandhi%20to%20attack%20Yogi%20Adityanath.%20In%20a%20letter%20to%20Yogi%20Adityanath%2C%20Priyanka%20accused%20the%20government%20of%20doing%20nothing%20for%20cows%20except%20for%20making%20tall%20promises%20and%20using%20cows%20for%20propaganda.
