Haryana Governor Satyadev Narayan Arya on Tuesday gave his assent to The Haryana State Employment of Local Candidates Bill, 2020, which mandates a 75% reservation in private-sector jobs for applicants from the state. 

The government said that the Bill, which provides for reservation for locals in jobs that offer a monthly salary of less than Rs 50,000, is necessary to tackle unemployment and reduce the influx of migrant workers seeking low-paying jobs.

Employers can claim an exception from providing reservation if adequate number of local candidates are not available. 

Prior to Haryana, the state of Andhra Pradesh passed a Bill – The Andhra Pradesh Employment of Local candidates in the Industries/Factories Bill, 2019 – that provides a 75% reservation for locals in private sector industries and factories (including PPP mode) in the year 2019.

Similarly, the BS Yeddyurappa-led government, in 2019, amended the Karnataka Industrial Employment (Standing Orders) Rules, 1961, to provide for a 100% reservation for locals in blue-collar jobs in the private sector.
