Hodges was born in Lewisham, the son of Glenda Jackson and Roy Hodges, an actor and stage manager for a repertory group at the time. Between 1987 until 1990, he studied English Literature and Communications at Edge Hill College in Ormskirk, Lancashire. In 2007, he served for a short time as Director of News for Transport for London and Head of Communications for the London Development Agency, both positions he left after less than a year due to press criticism of a contractor. A congestion fee for Greater Manchester was subsequently proposed during his leadership, but it was soundly defeated in local referendums.

Hodges received The Comment Awards’ Political Commentator of the Year honour in 2017.

After first meeting Michelle di Leo at a Labor Party Conference in 1999, Hodges got married to her in 2003. In an effort to break up a fight in a pub in February 1992, he lost vision in his left eye. He, his wife, and their kids reside in Blackheath.
