Kshitish Chandra Neogy, also known as KC Neogy, was a West Bengal politician who was born in 1888. He was a member of India’s Constituent Assembly, a member of the country’s first Cabinet, and chairman of the country’s first Finance Commission. 

Neogy was a part of Indian National Congress and was elected to the Central Legislative Assembly as a Bengal representative in 1920, 1923, 1926, and 1930. He was re-elected in subsequent elections. He served on the Planning Advisory Board and the Indian Railway Enquiry Committee, among other positions in the Indian government. Furthermore, he also served on the Commission on Human Rights of the United Nations.

Neogy was appointed chairman of India’s first Finance Commission by the President of India on November 22, 1951. 

Neogy and his wife, Lila, had three children. Prithwish Neogy (1918–91), his eldest son, was a professor of art history at the University of Hawaii at Manoa in the United States.
