%26nbsp%3BThis%20urge%20to%20re-invent%20himself%20as%20a%20development-oriented%20Chief%20Minister%20clearly%20manifests%20itself%20in%20a%20meeting%20he%20here%20on%20Tuesday%20with%20Bollywood%20bigwigs%2C%20before%20whom%20he%20sought%20to%20showcase%20a%20grand%20new%20film%20city%20near%20Greater%20Noida.%20And%20together%20with%20that%20he%20also%20talked%20about%20setting%20up%20a%20%u2018Financial%20City%u2019%20in%20the%20neighbourhood.

%26nbsp%3BWhile%20the%20Film%20City%20is%20proposed%20to%20be%20a%20larger%20version%20of%20existing%20film%20cities%20in%20Mumbai%20or%20Hyderabad%2C%20the%20idea%20of%20a%20financial%20city%20was%20taken%20from%20Gujarat.%20Ironically%20the%20Gujarat%20model%20%u2013%20Gujarat%20International%20Financial%20Tech-city%20%28GIFT%29%20%u2013%20has%20remained%20a%20non-starter.%20Yet%2C%20the%20UP%20Chief%20Minister%20was%20impressed%20by%20the%20concept%20which%20would%20mean%20facilitating%20banks%20and%20financial%20institutions%20to%20set%20up%20their%20units%20to%20create%20a%20financial%20hub%20in%20the%20vicinity%20of%20the%20film%20city.

%26nbsp%3BYogi%20left%20no%20stone%20unturned%20to%20spread%20the%20red-carpet%20to%20convince%20film-makers%20and%20others%20from%20the%20cine%20city%20that%20he%20was%20going%20to%20create%20India%u2019s%20largest%20and%20best-equipped%20film%20city%20in%20the%20country%u2019s%20most%20populous%20state.

%26nbsp%3BEven%20as%20the%20meeting%20seemed%20to%20have%20been%20organized%20in%20a%20hurry%2C%20as%20it%20failed%20to%20draw%20very%20many%20producers%2C%20the%20Chief%20Minister%20made%20it%20a%20point%20to%20convey%20to%20them%20that%20he%20meant%20business.%20Other%20than%20Satish%20Kaushik%2C%20Vivek%20Agnihotri%20and%20Ashok%20Pandit%2C%20who%20happens%20to%20be%20the%20chairperson%20of%20a%20self-styled%20%26nbsp%3BFilm%20Producers%20Association%2C%20those%20who%20flew%20down%20to%20attend%20the%20meeting%20were%20actors%2C%20singers%2C%20lyricists%2C%20stand-up%20comedian%20and%20screenwriters.%20These%20did%20include%20some%20big%20names%20like%20Anupam%20Kher%2C%20Udit%20Narayan%2C%20Anup%20Jalota%2C%20Kailash%20Kher%2C%20Raju%20Srivastava%20and%20Manoj%20Muntasir%2C%20but%20none%20of%20them%20have%20much%20to%20do%20with%20making%20of%20films.

%26nbsp%3BHow%20much%20difference%20could%20they%20make%20to%20the%20proposed%20project%20in%20the%20absence%20of%20many%20film-makers%20is%20a%20million-dollar%20question.%20Yet%20there%20can%20be%20no%20denying%20that%20the%20Chief%20Minister%20has%20set%20the%20ball%20rolling%20for%20throwing%20open%20a%20much-desired%20avenue%2C%20which%20several%20preceding%20governments%20initiated%20without%20making%20any%20concrete%20headway.

%26nbsp%3BThe%20first%20time%20that%20a%20film%20city%20was%20conceived%20and%20built-in%20UP%2C%20%26nbsp%3Bwas%20in%20Sector%2016%20of%20NOIDA%2C%20where%20a%20100-%20acre%20area%20was%20earmarked%20for%20it%20by%20the%20then%20Congress%20regime.%20Over%20the%20years%20%2C%20however%2C%20it%20turned%20into%20a%20media%20hub%20and%20today%20it%20has%20studios%20of%20all%20major%20TV%20news%20channels%20or%20offices%20of%20some%20big%20corporate%20houses.

%26nbsp%3BOver%20the%20recent%20past%2C%20it%20was%20Samajwadi%20Party%20chief%20minister%20Akhilesh%20Yadav%2C%20who%20mooted%20the%20idea%20of%20two%20film%20cities%20in%20the%20state%20in%202015.%20One%20of%20these%20was%20proposed%20along%20the%20300-%20km%20Lucknow-Agra%20Expressway%20and%20the%20other%20in%20Trans-Ganga%20Industrial%20city%20%28in%20Unnao%20district%29%2C%20about%2055%20km%20from%20the%20state%20capital%2C%20Lucknow.%20The%20MoU%20was%20signed%20in%20the%20presence%20of%20famous%20Bollywood%20producer%20Boney%20Kapoor%20and%20Ravi%20Kishen%2C%20the%20well-known%20face%20of%20Bhojpuri%20films%2C%20who%20is%20now%20a%20BJP%20MP%20from%20Gorakhpur.

%26nbsp%3BThe%20development%20of%20the%20film%20cities%20was%20to%20be%20undertaken%20on%20a%20public-private%20partnership%20model.%20While%20the%20Agra-expressway%20film%20city%20was%20to%20be%20set%20up%20in%20collaboration%20with%26nbsp%3B%20Mumbai%20based%26nbsp%3B%20Purple%20Seas%20company%2C%20the%20Unnao%20project%20was%20to%20be%20undertaken%20by%20a%20consortium%20led%20by%20Ravi%20Kishen.%26nbsp%3B%20However%2C%20both%20projects%20continued%20to%20remain%20in%20their%20nascent%20stage%20only%20until%20the%20fall%20of%20the%20Akhilesh%20government%20and%20were%20finally%20abandoned%20by%20the%20current%20Yogi%20regime.

%26nbsp%3BThree-and-a-half%20years%20down%20the%20line%20%2C%20Yogi%20Adityanath%20has%20given%20re-birth%20to%20the%20idea%20of%20a%20long-cherished%20film%20city%2C%20with%20all%20ingredients%20of%20a%20megaproject.%20Of%20the%20three%20options%20put%20forth%20by%20officials%20of%20NOIDA%2C%20Greater%20NOIDA%20and%20Yamuna%20Expressway%20Authority%2C%20the%20Chief%20Minister%20gave%20his%20final%20nod%20to%20the%20biggest%20land%20parcel%20of%201000%20acres%20in%20sector%2016%20of%20Yamuna%20Expressway%20Authority%2C%20in%20the%20vicinity%20of%20Greater%20NOIDA.%20The%20site%20was%20presented%20as%20the%20most%20strategic%20one%20%u2013%20barely%2050%20km%20from%20the%20national%20capital%20and%20just%205%20km%20from%20Jewar%2C%20where%20the%20construction%20of%20the%20country%u2019s%20biggest%20international%20airport%20together%20with%20an%20aviation%20hub%20was%20already%20underway.

%26nbsp%3BInterestingly%2C%20all%20other%20attractions%20and%20incentives%20showcased%20by%20the%20Chief%20Minister%20appeared%20like%20old%20wine%20in%20a%20new%20bottle.%20A%20film%20policy%2C%20drafted%20during%20the%20Akhilesh%20Yadav%27s%20regime%20was%20given%20a%20few%20twists%20and%20turns%20to%20be%20scaled%20into%20a%20new%20film%20policy%20sometime%20last%20year.

%26nbsp%3BSure%20enough%2C%20it%20has%20all%20the%20incentives%20for%20film-makers%20who%20choose%20UP%20as%20their%20destination%20for%20shooting%20their%20film.%20Thus%20a%20subsidy%20of%20up%20to%20Rs.%202%20crores%20was%20offered.%20Now%20the%20amount%20would%20vary%2C%20depending%20on%20the%20length%20of%20the%20shooting%20in%20locales%20of%20UP%2C%20besides%20other%20factors.%20The%20subsidy%20level%20has%20been%20maintained%20exactly%20how%20Akhilesh%20Yadav%20had%20proposed%20in%20the%20original%20draft.%20Any%20film-maker%20shooting%20more%20than%2050%25%20of%20the%20film%20in%20UP%20would%20be%20entitled%20to%20a%20subsidy%20of%20Rs.%201%20crore.%20This%20could%20be%20raised%20to%20Rs.%202%20crores%20if%2075%25%20of%20the%20shoot%20was%20carried%20out%20in%20UP.%20Besides%2C%20if%20four%20key%20artistes%20in%20the%20script%20were%20to%20be%20hired%20from%20within%20the%20state%2C%20the%20producer%20would%20get%20an%20additional%20ex%20gratia%20payment%20of%20Rs.%2025%20lakh.%20This%20figure%20would%20be%20raised%20to%20Rs.%2050%20lakh%20if%20the%20entire%20cast%20were%20to%20be%20picked%20up%20from%20the%20state.

%26nbsp%3BHowever%2C%20what%20the%20Chief%20Minister%20has%20sought%20to%20urge%20the%20film-makers%20this%20time%20was%20a%20larger%20focus%20on%20%u201CBhartiyata%u201D%20%28Indianness%29.%20Reminding%20them%20of%20the%20success%20of%20TV%20mega%20circles%20like%20Ramayana%20and%20Mahabharat%2C%20he%20called%20upon%20them%20to%20take%20up%20traditional%20Indian%20themes%20for%20their%20storyline.

%26nbsp%3BHe%20also%20made%20it%20a%20point%20to%20state%2C%20%u201Cwe%20will%20also%20provide%20a%20high%20capacity%20world-class%20data%20centre%20along%20with%20all%20pre-production%20and%20post-production%20infrastructure%2C%20processing%20laboratories%2C%20high-end%20VFX%20and%20digital%20techniques.%u201D%20%26nbsp%3BAnd%20went%20on%20to%20add%2C%20%u201Cin%20UP%20%2C%20we%20have%20exotic%20locations%3B%20we%20have%20cultural%20diversity%3B%20we%20also%20have%20human%20resource%3B%20and%20now%20we%20are%20going%20to%20have%20a%20film%20city%20with%20the%20state%20of%20art%20facilities%2C%20which%20will%20surpass%20any%20other%20film%20city%20across%20the%20country

%26nbsp%3BNotwithstanding%20the%20tall%20claims%20and%20proclamations%20about%20setting%20up%20of%20a%20film%20city%20as%20well%20as%20a%20financial%20city%2C%20the%20big%20question%20that%20remains%20unanswered%20is%20%u2013%20whether%20it%20would%20be%20possible%20for%20Yogi%20to%20translate%20all%20these%20far-fetched%20dreams%20into%20reality%20well%20before%20the%20end%20of%20his%20term%2C%2018%20months%20from%20now%20-%26nbsp%3B%20and%20enable%20him%20to%20acquire%20his%20much-desired%20sobriquet%20of%20%u2018vikas%20purush%u2019%3F
