The cVIGIL app, made by
the Election Commission of India, is a digital application formulated to ensure the
smooth conduct of elections. The app aims to help citizens report any kind of
misconduct during the time of elections, as well as the general code of conduct
during the ongoing tenure.

The name of the app stands for ‘vigilant citizen’. Being
beginner-friendly, the app is easy to operate by users. Any user can report any
incident of misconduct through a simple digital smartphone with a camera, an
internet connection, and GPS.

The app aims to eradicate political misconduct and instill fairness and responsible behaviour in political officials.

Users can easily report any misconduct via photo or
video evidence recorded from their phones. The app fastens the complaint and
redressal process, making it easier and more effective than ever to report an
incident.

The government app highlights the role of citizens to in
keeping officials just and accountable.

To report any complaints, a user can either record or click
a picture and hit upload. After the report is submitted, the user will receive
a unique ID that will help him/her follow up on any updates on the reported
incident. The app even gives an option to report an incident anonymously,
although, the user won’t receive any follow-up updates due to their anonymity in
the system. In case an anonymous user wishes to follow up, s/he can do so in
person, from the relevant returning officer.

All complaints will be monitored by the District Control Room, consisting of teams like
flying squads, static surveillance team, reserve team, and more.

Every field unit will have an investigative
app known as ‘cVIGIL Investigator’, to track and navigate locations of the
reported incident.

If the incident reported is found right, the complaint will
be further sent to the National Grievance Portal of the
Election Commission of India for necessary action.
