US President Joe Biden on Monday signed the National Defense Authorization Act (NDAA) military funding bill. Passed earlier this month by Congress, the bill authorizes $770 billion in funding for the Defense Department.

Biden turned into law, a bill that that includes several changes to the military justice system, especially how the US military handles sexual assault and harassment. Pentagon spokesman John Kirby earlier this month hailed the provisions as “an historic initiative here, removing those crimes and related crimes, the prosecution of them outside of the chain of command.”

The bill includes a 2.7% pay increase for military service members and Defense Department civilian employees, more aircraft and Navy ship purchases and strategies for dealing with geopolitical threats.

The NDAA includes $300 million for the Ukraine Security Assistance Initiative, $4 billion for the European Defense Initiative and $150 million for Baltic security cooperation. The bill also allots s $7.1 billion for the Pacific Deterrence Initiative and a statement of congressional support for the defense of Taiwan. It bans the Department of Defense from procuring products produced with forced labor from China’s Xinjiang region.

The bill also creates a 16-member “multi-year independent Afghanistan War Commission” to study the war in Afghanistan.

“The President believes that this legislation takes groundbreaking steps to improve the response and … prevention of sexual assault in the military,” White House deputy press secretary Karine Jean-Pierre told reporters earlier this month.

However, the inclusion of an amendment to repeal the 2002 Authorization for Use of Military Force Against Iraq, sanctions against countries participating in the Nord Stream 2 pipeline and additional sanctions against Russia did not make it to the final draft.

The NDAA has become law every year for six decades.

The senate had voted 88-11 to show strong support to the bill after an overwhelming 363-70 show in the House of Representatives.
