Finance Minister Nirmala Sitharaman has increased access of
higher education under National Education Policy 2020 to the Union Territory of
Ladakh, proposing to set up a Central University in Leh.

In the 14th Finance Commission, Jammu and Kashmir
was entitled to get devolution, from a state to a union territory. Consequently,
the funds to the Union Territories of Jammu and Kashmir and Ladakh would now be
provided by the Centre.

Sitharaman also launched a gas pipeline project to be taken
up in Jammu and Kashmir. An independent Gas Transport System Operator will be
set up for facilitation and coordination of booking of common carrier capacity
in all-natural gas pipelines on a non-discriminatory open access basis.
