Williams was born in Rowayton, Connecticut on December 1, 1951, the son of Marian (née Andrew), an antique dealer, and Richard Norman Williams, a corporate executive. Senator William Henry Barnum of Connecticut, a third cousin of showman P. T. Barnum, was his maternal great-great-great-grandfather. Williams is the descendant of Robert Treat Paine, a signatory to the Declaration of Independence.
