The incident depicted in the scene is that of Indian revolutionaries Bhagat Singh and Batukeshwar Dutt throwing bombs at the Central Legislative Assembly. The incident is known as Central Assembly Bombing Case. The incident took place on April 8, 1929. 

The actual intention behind the bombing was to get arrested and use the subsequent court appearances to make the case for India’s independence. Along with the bomb, Bhagat Singh also threw leaflets quoting a French anarchist which said: “It takes a loud noise to make the deaf hear”.
