Bali

Hawaii
Miami
Answer: Hawaii
While the origins of the concept of surfing can be traced back thousands of years to ancient Peru, and later to Polynesia, the modern sport of surfing is believed to have come from Hawaiian cultural heritage.
Historians suggest that the modern sport of surfing began when three Hawaiian princes – David Kawānanakoa, Edward Keliʻiahonui and Jonah Kūhiō Kalanianaʻole – took a vacation to Santa Cruz, California in the summer of 1885.
There, the trio surfed the mouth of the San Lorenzo River on custom-made redwood surfing boards.
Five years later in 1890, British agricultural educationist John Wrightson became the first English surfer after learning to surf from two of his Hawaiian students.
However, it is George Freeth (1883–1919), a native Hawaiian, who is often credit as the father of modern surfing. Born in Oahu, Freeth was prolific swimmer from an early age, but truly shone when in the ocean. Freeth learnt surfing at Waikiki Beach near his family home, and eventually won international recognition courtesy of American adventure writer Alexander Hume Ford, who settled in Oahu in early 1907.
The first global surfing body for professional surfers, the World Surf League (WSL), was founded by Fred Hemmings and Randy Rarick in 1976, and now governs the sport, hosting several tournaments in various formats around the world.
