During the inquiry, it was thought that a suspect was present within the house. Four sheriff’s deputies and one state trooper arrived and went inside the house. According to the preliminary inquiry, two of the deputies and the trooper were shot by the suspect as they reached the property’s backyard. They were all hit.

The suspect, later recognized as Donnelly, allegedly fled the scene and went into a nearby forested area. The Cecil County Department of Emergency Services made a reverse 911 call to notify locals of the police activity while additional cops arrived and built up a perimeter.
