A man who acquired his MBBS degree from Tajikistan was arrested in Delhi as he allegedly made another person appear for an exam that he had to give in order to make himself eligible to practice in India, the police stated.

The 35-year-old accused has been identified as Manohar Singh, who is a resident of Pali district in Rajasthan, the police added. Singh had to register himself for a Foreign Medical Graduates Exam (FMGE) which is conducted by the National Board of Examinations, an exam body under the Ministry of Health and Family Welfare.

The exam is compulsory for all Indians and overseas citizens of India who have completed their primary medical degree from foreign countries and wish to practice as a doctor in India. 

In the last FMGE test, which was conducted on December 4, 2020, the accused was allotted a test centre at the Mathura Road, the police said in its statement. The result of the accused was held due to a mismatch between the photo on the application form and the one taken on the exam day.  

He was also called for the verification of Face ID on February 3, for which he did not turn up, the police added.

Deputy Commissioner of Police (southeast) RP Meena said, “On Wednesday, Manohar Singh visited the NBE for the face ID verification. When the team verified the face ID with the photo taken on the exam day, it did not match.”

The suspicion aroused after Singh answered a question incorrectly and was taken to the police station for further interrogation. The officer said that, Singh’s admit card, MBBS degree and application form were seized.

The accused told the police during the interrogation that he obtained the MBBS degree from Tajikistan and was trying to clear the licentiate exam for the last six years, the police said. The accused later admitted that he met a doctor, whom he offered Rs 4 lakh in turn to clear his exam. The doctor appeared for the exam in Manohar Singh’s place on December 4 last year, police added.
