The petition was started by Lisa Hughes, a Lorain medical assistant, and animal lover, after she saw the upsetting video that Palmer’s body camera had recorded. Hughes had never met the Kerns family before they crossed paths on Friday at a rally planned for Dixie.

The incident that occurred when Dixie and three other dogs belonging to Kerns mistakenly approached Palmer is captured on camera. Palmer cocked his gun and started firing at the canine playmate. Dixie attempted to run away but soon passed out in the street. She dragged herself to the curb despite her wounds.

After creating the petition, Lisa Hughes actively promoted it on all of her social media platforms. As a result, messages of support have been pouring in from different places.
