A married female substitute teacher in Oklahoma, Emma Delaney Hancock, who has been speculated to be the mayor’s daughter, has been charged with kissing a 15-year-old student and sending nude pictures to him.
Who is Emma Delaney Hancock?
Emma Delaney Hancock is a 26-year-old former substitute teacher who hails from Oklahoma. She is currently facing charges of Lewd or Indecent Proposals or Acts to a Child Under 16, Soliciting Sexual Conduct or Communication with a Minor by Use of Technology, and Obscene or Indecent Writings, Pictures, etc.
According to an affidavit made public on Wednesday, Hancock and the student first interacted in October 2022. It demonstrates that Hancock got the student’s phone number as a result of an assignment.
Later that day, she sent the boy a Snapchat friend request. “It started evolving into a more personal type of text message and they became sexual in nature,” said interim Public Information Officer for the Oklahoma State Board of Investigations Gerald Davidson. A few weeks later, according to the docs, the two started exchanging exposed pictures and videos.
The boy also admitted to investigators that he had multiple private encounters with Hancock within the school where they would make out. According to the court document, Hancock is also charged with physically assaulting the minor during their second kiss.
Emma has been reported to be the daughter of Wellston Mayor Paul Whitnah and is married to the town’s police chief Alfred Hancock.

Hancock confirmed the affair, according to a different student who was spoken to by detectives, but said that “it would not amount to anything because they were not going to get caught.” The student also listed other offensive videos that Hancock shared or showed them. Such videos were found on Hancock’s Snapchat and were authenticated by investigators.
Hancock hasn’t been detained. According to Charlie Dougherty of the Lincoln County Sheriff’s Office, the 26-year-old showed up in court on Thursday before surrendering herself and securing a $50,000 bail bond prior to being freed.
