Thiruvithaamkoor Granthasala Sangham (Travancore Library Association), founded in 1945 with 47 rural libraries, was led by Panicker. The organization’s motto was “Read and Grow.” Later, when Kerala State was established in 1956, it changed its name to Kerala Granthasala Sangham (KGS). He made his way through Kerala’s villages, promoting the importance of reading.

He was able to join this network with about 6,000 libraries. Grandhasala Sangham received the UNESCO “Krupsakaya Award” in 1975. Before the State Government took control of Sangham in 1977, Panicker served as its general secretary for 32 years. With funding and a built-in democratic framework, it evolved into the Kerala State Library Council.
