A captain named Max von Stephanitz bred the German Shepherd initially into a working dog. The governemnt then favored the breed in their military.
Stephanitz developed the standard for other German Shepherd breeds and promoted them in other areas. Thousands of German Shepherds were a part of the German military during World War I.
